While Insee provides a rise in the unemployment rate of 7

After banks and SMEs support plans announced these past two weeks, it is the third time to its response to the crisis: on the occasion of a shift at Rethel, in the heart of the Ardennes, Nicolas Sarkozy will unveil today, combat unemployment emergency. Previously planned and then cancelled on October 14, displacement, involving also the economy Minister, Christine Lagarde, and the Secretary of State for employment Laurent Wauquiez, is eagerly awaited. While Insee provides a rise in the unemployment rate of 7.2 to 7.4 by end of December and the social plans already multiply (Renault, the Redoubt, Nexity, Kronenbourg, Adecco...), concern mounts among the employees, concerned that the State now puts as much energy to protect that it has developed to support banks and SMEs. Today, Nicolas Sarkozy will therefore focus primarily to reassure them by giving body to the concept of "occupational social security" that it was already ahead in the presidential campaign.

"We will bring more attention to the situation of laid-off employees and put them in condition to find employment as soon as possible", provides the Elysee.

No miracle fix

But fault of bullet, the Executive is somewhat compelled to do the new with the old. More than a plan, it is therefore on a revival of devices already in place that should be supported, starting with the development of contract of professional transition (CTP) (read here), mentioned repeatedly by Laurent Wauquiez. This device to return to employment should be expanded and simplified to apply, as necessary and with reactivity, to a maximum of employees laid off due to the economic slowdown. The other main tool deployed, it also already mentioned in recent weeks, will be a revival of the assisted... contracts that the majority was much criticized in other times. But to overcome this contradiction, Laurent Wauquiez promises that this time, the idea is to "not make sidings" but real springboard towards sustainable employment. All emergency the cost for public finances should be result, but the Elysee deems it justified in the light of the Economic Outlook.

These announcements being widely anticipated for several weeks, but would not be surprising that the head of State refers to other reforms affecting the labour market to help companies to pass the Cape of the recession is looming.

Nicolas Sarkozy also describe the ongoing reforms, such as the merger ANPE-Unedic it keeps to the acceleration of the implementation and the flat of the vocational training and unemployment insurance, two themes on which the social partners are in full negotiation. On these two issues, the State should put pressure on the social partners focusing on the need to focus on the public far from employment or more fragile (young, precarious, employees of SMEs). In the will to project itself to reassure, Nicolas Sarkozy should also mention "jobs of the future", as the "green occupations" to the rise of the Grenelle of the environment or the services to the person. In this last area, Laurent Wauquiez must submit, soon, a new development plan.
