This is a method already repeatedly proven. In determining the future of the position and the possible opening of capital, Nicolas Sarkozy has created a commission. "The President of the Republic has decided to initiate a public debate on this project, in a Committee of parliamentarians, local politicians, figures described as well as representatives of trade unions of the position and the State", announced yesterday the Elysee Palace in a release.
The chairmanship of this Committee has been entrusted to François Ailleret, former CEO of EDF, public company whose capital opening dates back to 2005. On this occasion, indeed, a "consultative Board" had been established in June 2004 by the Minister for the economy of the time... a certain Nicolas Sarkozy. The Roulet commission concluded five months later to the necessity of opening of the capital to ensure the development of the operator of electricity.

"Of the questions.
For now, on the position, the Elysee Palace ensures that nothing was decided on the project of Jean-Paul Bailly, its President, who wants to change the status of the postal group and open its capital to raise 2.5 to 3.5 billion euros. The commission, which will make its report on 30 November, should "review the project and the different options for the development of the company and the means they require", indicates the release of the Elysée, underlining that "queries appear on the way" to do so. For overcoming, the commission will assess "the impact on the position of the competitive environment in each of its functions in France and in Europe, and to identify its strengths and weaknesses with a view to the complete opening of competition in January 1, 2011.
The announcement of Nicolas Sarkozy has not satisfied the unions of the postal operator. "This confirms our sense." "The power demonstrated great caution on a case sensitive, even explosive", Jean-François Dannely, Federal Secretary of the CG-LTIFR analysis. In FO, Jacques Dumans stressed that "the urgency is not this commission, but the referendum".
A broad mobilization
Several unions of post militate in effect for several weeks for the Organization of a referendum authorized by the recent reform of the Constitution on the future of the postal operator. A final meeting was held yesterday evening at the labour exchange to lead to a joint appeal. In the end, the text brings together a wide range of actors, trade unions (CGT, SUD, FO, CFTC) associations (DAL, ATTAC...) passing by the parties of the opposition (PS, PC, Greens, LCR...).
A broad mobilization against the price of some compromise: the appeal refers to both the need for a "public debate for the involvement of the citizens" and a referendum "is not undercover or more valued than the rest", according to Jean-François Dannely (CGT).
"In principle, the referendum is a good thing, but the Organic Act which specifies the conditions for the Organization of the referendum is not known." "The priority now is therefore primarily to mobilize the field", says Christian Martin indeed, national Secretary of the PS in charge of public services. All unions have riveted on the unit strike which they called personal mail on 23 September.
